LAVAL, QUE. – The City of Laval, Quebec, is set to benefit from a substantial investment of $24.5 million in joint funding from the federal government and the Province of Quebec. The funds will be allocated towards the development of a new stormwater network in an effort to mitigate recurring sewer backups in the Monty and Cyrano street areas.

The project’s primary objective is to enhance Laval’s infrastructure to effectively manage stormwater, particularly during extreme weather events associated with climate change. Alarming Study on Electric Scooter Injuries

Concerns Raised by the Study’s Results

Starting from July 20th, electric scooters will be allowed to legally operate on the streets of Quebec where the speed limit is 50 km/h or lower. The Legault government has given the green light to a three-year pilot project aimed at testing this type of vehicle for drivers aged 14 and older.

While electric scooters are currently considered “illegal” in Quebec, they are increasingly present on the streets of Montreal. This legal ambiguity will come to an end in two weeks thanks to a ministerial decree issued by the Minister of Transport and Sustainable Mobility, Geneviève Guilbault.

In a five-page document, the minister argues the need to further explore the use of electric scooters while ensuring road safety.

Marc Dupont, an enthusiastic resident, states, “I am thrilled to finally be able to freely ride my electric scooter on the streets of Montreal. It is a convenient and eco-friendly mode of transportation that facilitates my daily commutes.”

Although a dockless electric scooter pilot project has been underway since July 1st at Parc Jean-Drapeau, the minister believes that these initiatives do not fully evaluate the use of electric scooters and personal transportation devices.

Electric scooters will be allowed to travel in Quebec at a maximum speed of 25 km/h, with a motor power limit of 500 watts. They must be equipped with wheels with a diameter of at least 19 centimeters and reflectors, while their maximum weight will be 36 kilograms.

Only one person at a time will be allowed to use the scooters, and the use of headphones will be prohibited.

Nicolas Vigneault, spokesperson for the Ministry of Transport and Sustainable Mobility, explains, “For the past two or three years, we have observed a significant increase in the number of these vehicles on the bike network.”

He also emphasizes that current legislation must consider the arrival of new emerging vehicles in the coming years, such as single-wheeled electric gyroscopes without hand support. These vehicles will also be allowed starting from July 20th, according to the decree adopted on Thursday.

In Laval, the city that has been waiting for the approval of the Quebec government to launch a dockless scooter pilot project, municipal regulations will be modified to comply with this new legislative framework. Philippe Déry, head of public affairs for the municipality, confirms that the first permit is ready to be put into effect in collaboration with the provider Bird Canada.

“This is good news for citizens as it opens the door to new forms of sustainable mobility,” says the spokesperson. “We have received numerous messages from residents eager to enjoy dockless electric scooters. This will facilitate their travel and contribute to better air quality in our city,” he adds.

This summer, a hundred scooters will be deployed at 33 stations spread between Curé-Labelle Boulevard and des Laurentides Boulevard, and between A440 and the Rivière des Prairies. The city also plans to accommodate other providers in the project.

The minute-rate for dockless scooters in Laval, to be set by the operator, has not been specified. The scooters will be equipped with GPS sensors to locate them in real-time. If a user goes beyond the operating zone, the scooter will gradually slow down before coming to a stop.

Trial of the Man Accused of Driving Into a Laval Daycare Postponed

The trial of the man accused of tragically killing two young children by driving his bus into a daycare in Laval has been postponed until the end of August.

Pierre Ny St-Amand, 51 years old, who was deemed fit to stand trial in February following a psychiatric evaluation, now faces a separate evaluation to determine his mental state at the time of the alleged crimes on February 8th. This evaluation was ordered by a judge in April.

St-Amand is facing charges of attempted murder, aggravated assault, two counts of first-degree murder, and seven other charges.

Prosecutor Karine Dalphond stated that the postponement was necessary to allow for the continued process of evidence disclosure. She added that the case would return to court on August 22nd, with hopes of gaining further clarity on the mental state of the accused during the tragic events.

Arrest of Alleged Pedophile in Laval

The police authorities in Laval carried out a spectacular arrest in the Val-des-Arbres neighborhood, putting an end to the alleged activities of a 48-year-old pedophile. The operation took place on Tuesday morning and led to the discovery of 330 videos of child pornography on the suspect’s computer.

Dominique Bruderer, an individual with no previous criminal record, was brought to the courthouse in the afternoon to face multiple charges. The Director of Criminal and Penal Prosecutions (DPCP) opposed the release of the accused. During the search, investigators also found items related to fantasies involving children.

Laval police intervened early in the morning on Boulevard Saint-Martin East, in the Val-des-Arbres neighborhood, to carry out the arrest of Dominique Bruderer, a 48-year-old man suspected of collecting photos of children.

The police intervention was noticed by residents of the neighborhood when a window of a building shattered. An officer used tear gas in the suspect’s apartment, and a few minutes later, he was escorted outside for questioning.

“We were woken up by a loud boom and the sound of breaking glass,” a woman told TVA Nouvelles.

“I heard what sounded like a gunshot and a shattered window, but a really, really loud noise. I woke up startled, went to my bedroom window, my window was open, I looked down, and I saw two police officers with submachine guns,” expressed another neighbor, as the police informed her of the unfolding police operation.

In the afternoon, at the Laval courthouse, Dominique Bruderer was officially charged with possession and distribution of child pornography between May 2020 and March 2023. According to information available on his social media accounts, the suspect worked in the beauty industry and held the position of caretaker in the building where he resided.

“I saw police officers coming out with computers. I thought there must be something related to that [child pornography],” said a witness.

The alleged pedophile will remain in custody until his next appearance in court. Authorities will continue their investigation to determine the extent of his activities and ensure that all potential victims are identified and protected.
